Coginchaug Boat Launch Receives Floodplain Certification

City Planner Bill Warner told the Inland Wetlands Agency that the plan to create a kayak and canoe launch on the North End peninsula was moving forward. He said that he had met with the Public Works Department on Tuesday to discuss the work necessary to create the path and the actual launch. He said that Public Works would soon clear the brush up to the high-water mark, as a preparation for grading the path.

Warner said the city had received a Flood Management Certification from the State Department of Environmental Protection. He said the project still required an archaeological assessment to ensure that cultural artifacts would not be destroyed, a review of the natural diversity database to see if any threatened or endangered species would be impacted, and a review by the Office of Long Island Sound since the location is subject to tides.

Warner cautioned the Agency that these reviews could very well discover issues which might delay or even scuttle plans for the launch, but he seemed cautiously optimistic about the project.
